Leaflet for Sailors to prevent corruption when entering, transiting, or leaving Indonesian waters.

Why

This document was designed to combat the corruption which is spreading in Indonesian entry ports. Officials demand the use of an agent, which costs an increasing amount of money (currently prices of 5.5 million rupia's have been reported). This money is then shared with the immigration officials who can not openly ask for money. If you don't want to use an agent, they will not process your documents and let you wait forever. They try to make you believe that use of an agent is mandatory.

There are however ways to combat this. Corrupt officials fear exposure. By just showing them that you know the official rules, and the ways how to report deviations from these rules, you can prevent to be wrapped into their corruption schemes.

How

I recommend printing this document, laminating it, and visibly hanging it on the wall of your cockpit before officials come on board. Also it would be a good idea to add it to the stack of papers you are going to present to the immigration officials.

Always demand an official invoice if they force you to pay money, and have it signed upon payment. Most officials don't want to give you an invoice (a clear sign that their practice is illegal) and if they give an invoice, don't hesistate to use it later as evidence that they wanted you to pay for a process which is supposed to be free.

If you fear a direct confrontation with the officials, then comply with their demands, but don't hesistate to file a report later to the institutions mentioned in this document. If we don't act, the situation will become progressively worse.

Amendments & Nationality versions

The original version was tailored for Dutch citizens, so it has the Dutch embassy listed as a contact in case of immigration problems. Feel free to modify this document to suit your needs.

Ideally, if you know how GIT works, you can create a new branch for your nationality. Otherwise, just send it to me to make this happen.

License

This document can be freely shared, but I believe it is in everyone's interest if we maintain a master document. This GIT repository is ideally suited for this.
